1.1 carb/carb jet swap.....

I have a fiesta 1.1 with a K&N freeflow airfilter and a janspeed exhaust. After this the next thing i thought to do was to get some bigger jets for my carb. Went to a webcon dealer to get it done and he said he'd have a look at it and 'tune' my car up. I went back after an hour and he said i didn't need them and charged me 40 quid to make my car slower than before!
I thought that this was the next part of tuning to complete 'Stage 1'? He didn't rolling road it so how would he know? If there was only a gain of like 2 or 3 bhp then i'd want it done! Even the webber upgraded carb for the 1.1 has 28 and 32 sized jets (instead of 26 and 28 )

What i'd like to know is, has anyone changed the carb on their 1.1 to, say, an xr2 one, or changed the jets on their standard carb to bigger ones and experienced a power gain?
Is it easy to do?

Cheaper to stick a 1300 engine in it, or 1600 ohv..

This is true but the engine's only done about 10,000 miles and as it cost 900 quid from ford (i didn't pay for it!!!!) it wouldn't make much sense to me at the moment (cause i need a reliable car at the moment for Uni!) to put an engine that's done 80k + in that i'd have to re-build anyway. Think that'll be one for the summer.....
