The 1.9 CVH is longer stroke so more torque than the 1.6 CVH at the same rpm. The down side is that the 1.9 can't make too much rpm due to high piston velocity and by so piston rings and the rod to piston pin will overheat and... ouch. Since both engines don't rev more than 7500rpm, no worrys then
It's all on the CVH head. It's really restritive on std spec and with only a good headwork and big inlet valves (45mm for example) it will flow good enough for the 1.9 CVH... or even for any ZVH.
The best reving engine would be 1.6 CVH block with 2lts zetec head. It has been done in NA form and it was really a revver screamer!
Any engine can produce good power if properly specced and built.

Over 350bhp can be had out of the 1.6
There was also a ceratin 1.9 that made 370bhp but that had a lot of work to get it to that!
