You can use an uprated actuator..
but why go for a -31 one if still running standard???

Forge has a perfect uprated actuator.
You can turn up the boost a little, but without adjusting the fueling (chip and/or fuel pressure) it can harm your engine (lean burning)

You can't use a -31 actuator on a t2 turbo. Its used on the t3 turbo. The equivalent for the t2 is a -32 actuator. You can increase the boost using the standard actuator. However, if you increase the boost without chipping it, your car will run in 'lymp' mode. The standard ecu has a fuel cut off at 9 psi, so if the boost goes above this limit the ecu puts the engine in 'lymp' mode preventing the engine revving when the boost cuts in. When chipping the car, the boost limit is raised.
Get it chipped to be safe, besides you can run more boost :)
