What are these when fitted to the suspension kit? How do they work?

Bump stops are there so that when you reach the end of travel in the suspension (ie if you drop into a deep dip on the road), you dno't push your suspension through the turrets. They're dense rubber that acts as a last shock absorber. You'll feel a dull thud if you bottom out your suspension, that's when you've hit the bump stop.

How necessary are they? do you need them when lowering your car 60mm on 15's?

All cars have bump stops otherwise, as I said above, the suspension would suddenly be putting a lot of pressure into the turrets, so bump stops need to be there to absorb this pressure. I've been advised to reduce my original bump stops by 20mm when I fit my Gmax 35mm kit.
