no i believe it does not... but do you mean like just by a rope ye?

i dont think it does. cuz technically your not actually driving it.

Yes it does, if the wheels are in contact with the road it needs mot, tax and insurance.

as far as i know, if its just the rear wheels ont he ground its classed as a traILor so no tax or mot needed. but if all wheels are on the ground its classed as on tow and tax mot etc is needed.

Without the Tax, MOT and insurance, it's only ok on an A-frame or trailer. Also you need to bear in mind that just because you have a licence, it doesn't mean you are entitled to tow anything - check the codes on the back of your card to see if you are allowed.

Also the car being towed will need a trailer board for the lights and numberplate, and also will need an "On tow" sign facing the rear.
