dump valve for non-turbo?

i have been offered a dump valve replica? its not a dump valve and is for non turbos, but it make the noise when u change gear? the bloke says it will go on my 2i and i have seen a 3i with one on. i was wondering if anyone new anything more?

Ive heard of 2 on the one engine...............ONE WITH A TURBO.
Ive even seen one on a Pug turbo Diesel.
But never in my nelly puff have i heard anything as daft as that, im sorry, the guy must have been convinsing or has made some unique invention by himself that is surely going to make him a lot of money.

I *think* they whistle like a turbo, not whoosh on gear changes.

Why don't you have a microphone inside your car and blow into really loud when changing gear (make sure your windows are open though with the volume of your system full blast) -
