Fiesta XR2i front fog lights not working

Hi all
As titled there not working :-?
They use to work,went to try them them today,as i was changing one of the units,and yeah don't work.
I put them on,and got my volt meter of one of them,and no power getting to them,so checked out the fuses,wasn't shore which one,but they all look fine,took the fuse box out,so could get to the relays,and it makes a noise when I press the button for the fogs and the little button lights up green,like there on,I even switched the relay with the one next to it,and still no joy :-?
Anyone got any ideas what's wrong?
Any help would be much appreciated :)
