under people's sig in posts, why is some peoples ICQ icon got a red flow and some got a grey flower?

It represents their online status.

Red = Offline
Green = Online
Grey = Status Disabled

The ICQ flower is actually overlayed over the ICQ button image, if you hover the mouse over them you'll notice that the flower links to the ICQ pager to send messages to people whereas the rest of the button does a search for that person on the network to view their profile. :wink: :D
