Re: lost phone
Yes, undoubtedly take it to the police. It is theft of an item, and furthermore, you have an advantage in that you know who stole the phone and who has it. Also, you have another contact telephone number with which you can chase it up. Get in touch with the police as soon as you possibly can.
That said, if it's a private hire company, it might be worth a call to the company first to explain the situation. Tell them that you know their driver is using your phone, and that he is refusing to return it to you, thus making it a theft. Tell them that if they don't get the phone from their driver by the end of the day, and call you back to confirm that they have it, you will be taking it to the police and writing to the council to inform them of the situation (the last part because the council issues the cab licenses for the drivers, so they may well revoke that driver's license which would cause him to lose his job).

Or, of course, put it down to experience and realise, this time, get in touch with the phone company. You could have avoided all the pranks and txts by phoning the phone company as soon as you realised that the phone was lost/stolen - they'll block the handset so it's basically "bricked".

Good to see some sensible, mature solutions to the problem there.

Re: lost phone
No - the IMEI is stuck on a blacklist register, so if it trys to connect to any networks it wont work. It's a very expensive paperweight.
Advice still stands though - if it happens again as soon as you notice it's missing, call the phone provider. If you find it you can get it unblocked IIRC, but better safe than sorry!

In actual fact any phone, be it contract or PAYG can be blacklisted, and it's been possible to do that for around 10 years now!

Re: lost phone
As soon as it's reported stolen it's blacklisted. If it's reported lost often only the sim is barred.
Nothing to see here...

Re: lost phone
well my gf an her mates wher calling the other number and the guys "brother" anserd and said he was 15 and a little s**t but the guy i spoke to when i phoned sounded older like in his 20s he also told them they lived in WIGAN but it was a Skem taxi and he had a scouse accent so think he pullin ther leg and lives round here
gonna phone him tomoz on that other number and see what he says and tell him to hand it to the taxi office or il hand his number onto police
or might give the police the number and then phone him and inform him that the phones been reported stolen and his number has been handed over so send the phone to either police station or taxi office asap and no further action will be taken

Re: lost phone
In an urban area the phones location can be triangulated down to within 10-30 metres (works according to my N82). This jumps up to something like 10km in rural areas though (down to cell density). If the mobile provider is saturating your area with low power microcellular systems then they might get an even better idea of where you are (to within a couple of metres or so).
If police are so bothered (they won't be, unless it's a dealer or similar who has the phone) then they can get this info.
Since you say scousers and kids sounding like little s**t, sounds similar to kenny I shouldn't laugh, but I'm surprised you haven't called the police and mobile provider yet ? Police will definately look at you funny for taking so long to report it nicked...
