At first - think about whole budget, you could spend on this car. And remember - even selling the car after all mods- you won't get back that money you put in.
And only then think of what to do.
I thing easiest of mods is handling - lowering suspention(coilovers, springs) strut bars, sway bars front and back, finding nice wheels to fit it.
Engine - you can go from simple cone filter installment, exhaust rebuilding to turbo T3 conversion on even zvh 2.0 building.
Then chipping - different stages 165, 195. Read about it in fiestaturbo main page tuning section.
After something is done to the engine, what increases its performance, you could think about changing brakes in front - bigger ones. And maybe conversion to disk brakes in the back, instead of drums.
And at last - styling - interior with mk4 or puma door panels, front panel. exterior with all possibilities of body kits and car colours.

Now look through the project posts and think of what you would be able to do for your car - what you want to make out of it, what time you have to do it, and what investmens you are willing to put in. Some of those moddings never end.
