hello mate.
this very question about getting more power from the hsc engine comes up every now and then and the answer is always the same from anyone so please dont think me or anyone else is having a pop at ya.
basicly you cant get more power, well you could get a tiny bit maybe but fcuk all thats gunna make a difference, well apart from a difference in your wallet.
to cut it short, the hsc engine is crap, its fine for what it is and nipping around and all that but if you want power from it dont waste your time money or effort.
to see anything worth it will cost a lot of money and in the long run be for nothing.
as for twin carbs, again forget it, its not worth the hassle.
if you have a 1.1 carb hsc, you could replace it with a 1.3 CFI which will be better but not by a great deal, if you want power rip the engine out and fit another.
the 1.4 cvh with the twin chock webber carb that was fitted was a nippy little motor and near enough as good as the 1.6 xr2 lump.
these engines were found in the mk4 1.4s fiestas, but theres nothing stopping you poppin a 1.6 cvh engine in and sticking a xr2 carb on it, or getting a complete xr2 engine, there cheap enough to get now

You could add an air filter and a back box which i have done. No power gains but a bit of noise
