over reving and overheating

does anyone know why my frst is over reving, its sitting about 200 rpm on tick over but some times goes lower than that even when you are driving it when changing dear it revs up, i have changed the throttle position sensor and the idle cont,rol valve, and to top it all it over heats, have drained the system and refilled it, it does have a bigger rad on it, the car has being chipped, uprated turbo and waste gate, also has baily dump valve can anyone help please
