Only bit of info i could find... if you do research on it every result seems to give the same answer, there are cameras between J29 and J31 of the M5 at roadworks?

Devon

Exeter - M5
SPECS speed camera system sited in northbound roadwork's. Installed between M5 J29 Exeter (Honiton Road) and M5 J31 (A30 Interchange).

Is there roadworks down there? Because this is how im without a licence at present, they put a camera i didnt see, through some roadworks which we over a month ago and still got banned
