Some kind of fuel regulator valve?

Right im trying to find out what is valve thing is, so here to the best of my description is what it does.

It was located under the drivers dash (out of the way)
when turned down to the lowest setting the engine would not rev past a set speed (eg 3500rpm) when turned up it would take the rev limit to the normal setting a a little more.

What im trying to find out is what it was, has anyone heard of something like this.

it was deffo adjustable from under the dash and on the move.

Im pretty sure its not a FSE fuel pressure regulator.

Any ideas?

It sounds like an adjustable rev limiter. FSE fuel pressure reg just goes in place of the normal fuel reg in on the fuel rail under the bonnet.
