What is the most cost economical way of making a noticeable power increase on my RS1800?

Bike carbs or giggle gas.

Really depends on what you want to outlay. Basic gasses in and out rules apply obviously so a decent 4-2-1 manifold sports cat and exhaust system with decent air filter will get you going or even a cat back system if you don't want to spend out on a new fanimold

As above really 4-2-1 manifold, sports cat or DE-CAT (just remeber at the MOT time get the cat put back on), Good exhaust system and an enclosed air filter that should keep you going for abit plus you want really loose much fuel econ.

How about fitting an st170 exhaust manifold?? does it fit directly to the zetec block or will it need a plate making up??

not sure on this idea but I know it works well for some engines...

port and polished head and possibly gas flowed

The head actually flows superbly from the factory so any gains will be minimal and very costly.
