turbo buying advice please

im hopefully going to take a look at this turbo

having never looked at a turbo before i dont really know what to look for apart from movement in the turbo and damaged blades. Its also running a bleed valve in the pics. Do these cause damage to the turbos?

Can anyone tell me what else i need to be wary of before buying and is £200 a fair price for it (the reserve amount)
