I made a reducer a few months ago myself, quite easy with the right equipment.
First of all, you need to work out the shape of the cone you need to make (obviously, there will be a spigot on each end or the cone to push over the pipework). I can do that for you if you want. You need to know large & small end diameters, thickness (i used 3mm) and length, it's a matter of a few sums (you can probably find the formula on the 'net - I wrote a spreadsheet that does it all for you - I don't mind putting it through). Once you have the dimensions required, its a matter of cutting the blanks, rolling and welding. For the 2 spigots, the blank size formula is simply ((i/dia + material thickness)*pi) for the length of the blank, by whatever width you require (i used about 25mm).
I've just read through that, seems to make little sense - I hope you understand what i'm getting at!
I'll get a photo of one up for you tommorow, it'll explain it a bit better!
