What are my options for this?

Doing a bit of tidying up my engine bay and on the right hand side of the ecu rubber wire protector there is a seam between the joins on the bodywork with a smear of sealer from the factory that runs from the bonnet hinge down to the top of the bulkhead now I noticed the sealer had a crack down it and could see it was a bit rusty so upon removing the sealer I found this

Was looking for views on what to do with it don't know if I should get a metal plate made up and weld over it or if I should get fibreglass and patch it up so it doesn't look too out of place but really just wantsumones view on what I should do

If you dont get rid of the rust it will only come back,
If i was you id cut it out and weld a new plate there making sure you paint any unpainted metal(both sides) as it will only rust again
