Wheel width

OK, I am looking to get a bigger set of rims, possibly 2" or 3" bigger, so which obviously means that the width of the wheel will get bigger too. I currently have a 6.5" wheel and struggle to get full-lock on the wheel, so what can I do to enable me to get 7" or 8" thick wheels on ?

I am going to remove the arch lining and replace it over the top of the rims when I get them so it doesn't rub off that, so anyone with 7x17s could you please let me know, what you did about the rubbing ?
