Windscreen seal help

I have just taken my windscreen and dash out whilst looking for a water leak and have found two holes where the seal sits at the base of the windscreen. They run from behind the seal at the bottom of the screen to the very to the very top of the bulkhead the driverside right in the corner behind the wiper linkages and the passenger side right up at the top of the ecu plug. I was wondering if these came from the factory withe these drain holes or if it has just rusted through? They have had a repair on the holes so can't tell.

Both the holes are covered by the seal and are not visible at all from inside or outside the car. I just want to know if they're meant to be there or not before I go filling them back up again? And also was tho king about putting a bead of sealer round the windscreen seal when refitting but dont know if that would be a good idea or not?
